You just have to keep on going and the pop/city will eventually rase to the point it starts to want disposal.
Make some of those and drop one next to your city. Click it to make sure it's active (inactive will show "-" for data). You must drop a depot for Metal Waste nearby to unload waste from the Center. Then you'll need to feed that into a Recycling Center, which separates the waste into Steel Bars and Aluminum Bars. Make Depots for those, too (and make an output for them).
Is it a bug? The city can't seem to grow any more.
Love that you can just leave the game running on it's own without anything detrimental happens. Great idle game
Keep following the objectives it will unlock soon. You’ve just had your city grow quicker than the level progression expected/assumed.
In early game you need to aim for the objectives to unlock necessary items.
Click on a city tile and it'll tell you what needs aren't being met.
