Masked Ritual Excom
Really needs to be tweaked again. It is still too easy to get enough destruction and deceit to make the odds go in your favor, and even if max chance of not being detected is capped at 50%, can’t a determined framer just queue up two rituals on panda to make their odds of framing you successfully on one of those 75%?

I like the idea of a desperation move being available to underdogs, but too often it’s not the second place player gambling on a ritual excom, it’s the third or fourth place player who has no chance of winning regardless just trying to grief.

Truthfully my main dislike of it comes from timing: that it can be done with essentially no time for countermeasures deep during election turns.

My suggestions:
1. If first ritual framing excom fails, player gets a debuff immediately that says all further ritual framing attempts fail
2. No masked mirror use allowed during election turns so there will always be at least a few turns of buffer for counterplay, be it writ event or taking panda or killing everyone else
3. An alternative to #2 is tweaking the election timer so it gets stopped for a turn or two any time someone is excommunicated for any reason (can give it some sort of flavorful text/name, not hard to imagine election proceedings being interrupted by someone flinging dark magic at the capital), again just providing a small window for counter play.

I agree, unfortunately it doesn't sound like certain things are going to get fixed. Just in the past few games I've had:

- Legion standing on ruins gets destruction ritual'd to death
- Praetor and De-attachment sword effects resolve in counter-intuitive and opposite ways
- Core Legion dies after earning a promotion. Comes back to life, there is no promotion option.
- People who are losing still zap panda because why not? You are losing anyway, a 50% chance is not bad when you are guaranteed a loss.
