how do i increase power level?

so for instance i have level 3 charisma, how do i raise it higher? sometimes i can buy the option and sometimes i cant. i assumed it was rank but im now a prince and still cant raise it, i thought maybe places of power but none of the ones i already own give me the power level i currently have.

am missing something or is it a bug?

Through the Power menu in your sanctum. It has a tribute cost associated with it.

You can't buy the option because you can't afford the tribue.

no, i can afford it.

the ones i've bought are bright red, the ones i can buy are black with red outlines but then there are bunch that look like they're made from stone.

i cant figure out how to get them to become purchasable?

That means there's no way to pay the tribute with eight tokens. You should have a button there to spend an action consolidating your tribute, or you can do a consolidate action over there by where demand tribute is.
