Different power tracks have different rituals. If you want more, different rituals, the best way (as Inf stated) is to level more powers higher.
However, it sounds like you should likely have received more Charisma Rituals than what you’re stating here. Like, Infernal Negotiations, Convert Tribute, Procured Honor, etc.
If you are high enough in Charisma to have Elocution III you should have more than two different Charisma cards. So do submit a bug report if that’s the case!
Turns out it's a "bug". If Elocution I is assigned a Ritual slot, Elocution II or III will never spawn. You must Stop the ritual of Elocution I for it to turn in to II or III.
Proper behavior should have the card upgrade in-place even if it is already assigned to a Ritual Slot.
At the very least, a Required Message should be generated: "Upgraded Ritual available" that forces the player to either pay the maintenance cost of the new upgraded version or stop the ritual if they can't pay for it.
Casting a ritual takes an order slot, possibly your most valuable resource, so it's not exactly "pointless" to have to recast it. There would be a significant balance difference if it upgraded in-place.
Also in general, something being a hassle in a game isn't necessarily a bad thing. The currency in this very game, for example, is very much a hassle to work with, and that is an intentional part of the game. Smoothing out every "hassle" from a game can make for a quite bland experience.
I should probably mention that the current behavior is *never explained*. Nowhere in the encyclopedia are players told that: "Upgraded Rituals replace their lower tier versions. You can only have one tier of Ritual at a time. In order for the upgraded later tiers/versions of the same Ritual to appear, you must not have it assigned to a Slot."
Yeah, I really do wish the encyclopedia was a bit more complete. There have been a number of questions I've either googled or just had to guess at the answer to, or in single player save-scummed to see what the result would be.
I say that, because I don't really see it as a different ritual; rather, I see your increased Charisma as having made the ritual more effective. That should just happen when you increase your Charisma, rather than being something that disrupts what you were doing.
