Optimization is needed badly.
Played the game on stream the other night and noticed the GPU utilization was at 100%. Lowered the settings to the lowest possible and turned off all effects and it was still sitting at 99-100%. All other hardware was normal the game is just not optimized very well.

For reference my setup is Ryzen 7 2700X, RTX 2070 Super, 32 GB DDR4 and multiple SSD's

Weird. I'm running this on a potato with integrated graphics card. Try lowering the resolution? I had a screaming pc until I did that.

Did that running same thing is happening. there is no difference between very low and highest texture quality gpu stays the same

Weird, I have worse GPU than RTX 2070 Super and my GPU usage sits around 20% with solid 60+fps so the game seems to be optimised well for me. Did you have any other programs running? If not I guess the game just decides who it wants to run well for and who it doesn't, strange lol

Just the programs for streaming. and this only happens with UE and Unity indie games. Since the update yesterday it seems to be running better (I have no idea what the update was about). This is really the only downside to PC gaming where on console games just work on the PC side all the different configs you're bound to run into an issue. For reference since day one I have never had a performance or graphical issue with Cyperpunk on PC yet many others have.

For right now you can cap your fps with rivatuner

I also streamed the game on ULTRA (1080p) with GTX1050Ti and had zero issues

Again stated above different PC may have different issues. These aren't consoles with the exact same hardware which is why optimization is important.

I'm seeing similar threads in a lot of my games. It's definitely optimization. Radeon seems to disagree with Unity and UE lately too.

The problem still working , the optimization is very bad. i have a NVIDIA RTX 4070TI AND MY GPU IS ALMOST DIYNG ... SOMEBODY KNOW HOW TO FIX IT?
