With the new patch 1.10 this issue is finally fixed for me. Also close the Steam and Nvidia GeForce overlay. Also turn down graphics to very low and give it a try.

Spanky every DX12 game on Steam calls that up from System32 to run the Steam overlay which is written in DX11 .... Ditto if you are using the MSI Afterburner overlay

All D3D11on12 does is allow
transparent overlays written in DX11 to work on DX12 games so apps like Steam and MSI Afterburner don't have to make two separate overlays .... It has exactly zero affect on actual game performance [/quote]
