Good question. I will try and reply!
Okay. Super weird. So Itried the following methods to launch the game,
1. create shortcut from steam from library menu and launch the game from shortcut. - No hair render bug.
2. then launch the game again from steam task bar - No hair render bug.
3. then I deleted the shortcut from desktop, launch the game again from steam task bar - HAIR RENDER BUG COMES BACK!!!
4. launch the game from library menu - No hair render bug.
So far I have found;
- launching the game from library menu, or from the shortcut on desktop created from library works fine with no hair render bug.
- launching the game from steam task bar with no shortcut on desktop causes hair render bug.
I am assuming something in the launch shortcut within steam causing this issue but it could very well an isolated issue on my PC only.
Man, this bug was tormenting me... and by the way you found the solution, as bizarre as it may seem. In addition to hair, it affects other textures in the game as well, it's like they load at the lowest resolution. Thanks.

a constant breakage has been observed when i change my graphics driver or driver settings (for other app testing for example). tlou is limited and forced to high performance in nvidia control panel and window graphics settings. really weird driver related issue.
