I gotta vent a little...I've had enough...
I just wanna start by saying that The Last of Us is one of the greatest games ever made and I was looking forward to this PC port, because I just knew that this port was going to be done the ultimate justice and be top tier. Before ever buying the game, I saw the negative reviews that this port was garnishing on Steam. I thought to myself "There's no way it could be that bad." I figured I'd take my chances and hope I would be one of the lucky ones, who isn't experiencing any issues. At the moment, I have 9 hours of play time and probably 2 of those 9 hours were me actually playing the game. I CANNOT fathom who in their right mind, thought that this was fit to be released in the current condition it is in. I will admit, in the midst of the crashes, I do get lucky and I am able to get a solid 20 minutes of play time in from time to time. But, I have lost count of the number of times I've hard crashed back to the desktop with a Naughty Dog error message. I tried to deal with the crashes and except that the port is not playable, and at the current moment, it's just the luck of the draw at this point whether you'll hard crash out or be able to squeeze out a solid 20 minutes of game play. It shouldn't be that way, nor should I have to except that this is the new norm, and that games are starting to be released in this condition, "unfinished" yet publishers are wanting me to pay full price for a half baked game and just sit back and wait for patches to be rolled out. I'm not not accepting that and neither should any of you.

My PC specs (just in case you're wondering if my hardware is even capable of running it)
MSI Creator 15 OLED 4K Laptop
i7-11800H
RTX 3080 (8Gb VRAM)
32 Gb of DDR4 RAM
1 TB M.2SSD

I feel you, you have the hardware to run the game. More or less there's a few issues going on with the port, and it's not all just unomptimization on the part of the game and the devs. That is part of it. There's the memory leak in game too (but it's most of the time mild but after several crashes can really add up). nVidia's 531.41 driver is also having issues with this game too and it's causing random crashes. It does sound like you are having crashes related to both issues here (the driver and the lack of reasonable optimization).

Now Naughty Dog did try to delay the game's release, and Sony only gave a month. Sony's pretty ruthless when it comes to forcing developers in general to release games in more questionable states than they should be. Some optimizations and bug fixing before release takes longer, particularly in cases like console to PC ports. I don't think Sony understood the reason for the delay and how much time was actually needed, and would rather capitalize on the hype with TLOU HBO series.

8 gigs of VRAM will only handle medium textures. High or Ultra will crash the game from what I've been seeing from reviewers.

With that setup you should be crushing this game. I feel your pain brother. Here's to hoping they make it better.

Also this, be very careful with VRAM, that seems to be the cause of a lot of crashing but it's just one of many factors.

Yean, but a big part of this is because the game reseves 20% of your VRAM for your OS which does not make any sense.

Your 3080 is the 95w version it runs like a 3060 with 8gb of VRAM. Try 1080p mid settings locked at 60fps.

Your comment adds nothing useful, I would expect nothing less from someone that knows nothing about hardware.

Do some research it a 95w version of the 3080, call me what you want it won't change that. Gaming is my hobby my hardware is irrelevant to the conversion.

Here is a link just so you can educate yourself..
