I guess you are just trying to help, but this is just wrong and can have actually negative effects, if someone do listen to the advice posted.
On a Ryzen CPU depending on the model, it should either have a dedicated option, or should be set to Balanced on 5000 series and up. Never use High performance mode on a Ryzen, the chip just won't work correctly.
And you should never use it on Intel, it just locks your CPU to max frequency even if you are idle - this leads to high temps and unneeded waster of energy. So just ignore this advice all together. CPU can boost on their own when it is needed.
Locking the frames to 60/80/etc is enough to lower the usage of both cpu and gpu.

All it does is remove all the bells and whistles from the GUI, so don't know what your on about there... anything that will remove any sort of load to the GPU, even if it's just 2D should improve performance. I don't think you even went there yourself to see what I was talking about..
