For most users with less than 10 cores, the CPU typically determines frame rates. Once you get past 10 Core CPUs, then the GPU is more likely to determine the frame rate.
I got on uncaped frames at ULTRA in 1440p bot, CPU and GPU almost MAX utilization.

Caping at lower frames help high CPU usage. I really dont know its possible make any fix that lower CPU usage... maybe reengine entire game...
Some people say that more and faster RAM can help. Same with nvme ssd. It’s because pc uses CPU power to move and decompress data. Consoles have hardware decompression. Check if you have xmp on and your RAM isn’t working at ridiculously slow 2133Mhz what I think is default setting for intel. Tons of people forget to turn it on.
Resizable Bar may also help CPU as more data is available at once. Smart access memory from amd works even better.
Interesting that my CPU (Ryzen 3950x) has like 30% load. It’s my Radeon 5700xt that get hammered hard at 99% load all the time.
