ReBAR is the ability to reprogram the base address registers at runtime. With ReBAR off, they are configured (256mb typically) by the system firmware and locked at boot.
ReBAR on allows the registers to be reprogramed by the OS and enables all of the memory mapping required for it to function. The GPU driver is still ultimately responsible for deciding how much of this IO gets exposed.
ReBAR just enables the functionality it is still up to the GPU driver to make use of it.
You are absolutely clueless. rBar have to be explicitly enabled in the nVidia driver for the game.
