That shouldn't fix the crashes and definitely shouldn't fix the framerate. What hardware do you have?
LOL re-sizable bar can't just be turn on by bios alone, you must force it on using NVIDIA inspector or the game profile come with driver. Placebo effect! sorry to drop the poop down the hill.

fixed both. MSI Gaming Z690 Wifi motherboard, 12900k (no OC), MSI Gaming Trio Z 3080 10G model (no OC), 32GB ram, watercooled. in my bios you can enable or disable resizable bar. been crashing since launch at the same spot everytime i load my game. disabled resizable bar in bios and haven't had a crash since. also framerate dramatically increased and gpu load stays at 99% with no hitches or stutters. also mouse stuttering is also fixed.

if you're using the latest nvidia driver RESIZABLE BAR won't be enabled

resizable bar is always on unless nvidia disables it. on the MSI Gaming Carbon Z690 motherboard, you have the option to disable it under PCIE devices menu in the bios.

every build is different, even the way each pc gamer has their drives and OS setup. i had crashes more often than i have seen anybody else have them, it was happening right on loading my game save and now its stopped.
