Not for everyone - that's for sure.
I would disable Windows Driver Updates and then DDU from safe mode reinstall latest drivers / hotfix and reinstall chipset drivers while at it, Windows has been very annoying for AMD users on radeon to a point Windows decided to update drivers while you play games, and then cause random blackscreen crash, altho i doubt that is your case, Windows still corrupts drivers quite easily.
You can use gpedit.msc method preferably on Windows 11 pro or windows 10 or inside DDU options you can find option to disable Windows Driver Updates highly recommended as most users will update their own drivers.

Because 60 fps looks like ♥♥♥♥. Playing on a gamepad has nothing to do with it.
*Well, the game "ran" but not too well. 25FPS in general, which I could deal with, but then the FPS drops right off in a gunfight or whatever. It claims to be using 6GB of it's available 12GB VRAM (it's a 4GB card so I don't know where it gets the VRAM numbers from; I could certainly see FPS being a problem if it's thrashing like 2GB of textures and such between system RAM and VRAM though.)
Just play in Windows.
Only specific scenes? Maybe can be a disk issue, when load takes longer than the maximum request time. Try test while monitoring the hardware activity on Afterburner, Task manager or on Resource Monitor.
This game was launch a time ago, I've completed months ago with the latest driver released.
