so I went back to an Asus phoebus👌
The issue I am having in TLOU is I can't control the audio in this game? like voices are crazy loud...or the audio is just going via pass thru to my external amp bypassing any preamp from the computer. you can go from 2-100 with only ambient music getting louder

Same for me with Sonos Beam, Sub and 2x One, app shows Atmos. And it sounds as expected. In game settings Auto option selects “3D sound” (Atmos is my default format in Windows).
lol what are you even on about
1) im not on a separate sound card, im using the one that native to the motherboard which has an optical out
2) i know with 100% certainty it outputs both DTS and Dolby Digital, so i KNOW with 100% certainty i can at least get 5.1 surround
3) Im not using my video cards audio out capabilities through HDMI... I use Display Port
4) Knowing my motherboard outputs both DTS and Dolby Digital, this game gives NO options for any 5.1 scenario whether it be DTS OR Dolby Digital
5) i ALSO KNOW my receiver decodes both DTS AND Dolby Digital
6) i only get in game menu music audio... starting a new game outputs NO AUDIO whatsoever.
what's wrong with this game?
If, as usual on PC (vs consoles), the game don't include a Dolby Digital (DD) or DTS license, it's expected to only have stereo through HDMI or Optical, and you need to use all 3 (or 4) jack output to get surround (E.g. 3 for 5.1, Front-Bass, Front Left-Front Right, Rear Left/Rear Right). Using HDMI or optical output on your machine, without a DD or DTS signal encoded before, can't produce surround sound AFAIK (you can prove me wrong, I'm open minded, your welcome).
I remember, during my long gamer experience, at least one game which did it, but can't remember which one it was. Please let me know a PC game who do this (encoding, and outputting directly surround sound on optical or HDMI) as I'm curious to try it.
I have an internal Soundblaster AE-5 plus (I can't use anymore Realtek, my ears bleed, so many differences, but I guess YMMV). This card can encode the 5.1 or 7.1 output sound from different channels, to a Dolby Digital or DTS signal, because both licences are included (mandatory for me when buying a sound card).
So in game settings I select the output: Home Theater (it appear for me), then the game output 5.1 sound, like all other games, on separate channels. Behind, the SB card encode it internally (DTS or Dolby Digital as you want), and then output this through optical (in my case) to my amplifier, a compact Yamaha TSS-10 (compact, but very good sound). Then the amplifier detect than a real DD or DTS signal enter its optical, and the magic surround happen.
So do you think I'm wrong and the game encode DD or DTS? that's possible, I didn't find this information as in that case I can avoid the re-encoding on my SB card. But I doubt...
First add-in DD encoding card ever, after integrated Nvidia Soundstorm. Never had one problem with surround in anything and still works perfectly with games all the way back from the 90s. This card is going nowhere until it dies.
Enhance your experience, do the test! hook some powered speaker also on the rear-left/rear-right 3.5 jack, set it 4.1 (2.1 + 2) in Windows, and test that!
