I don't think you know that for games the PS5 can only access 6 cores, the rest are reserved for the OS and other system functions. On top of that those cores are an old, low-power mobile Zen 2 design, cannot even be compared to a modern PC CPU.
If you're looking for a reason why the PC ports run badly and/or are CPU bottlenecked is because devs are not using DirectStorage for PC to move assets quickly from storage devices into VRAM, they're using system RAM as an intermediate step and the CPU to decompress and stream the assets the game requests. Consoles do this much, much faster as they're either using a hardware solution such as an ASIC coprocessor (PS5) or DirectStorage for Xbox. This is why a 13900K with fast DDR5 (specially the DDR5 part) can brute force through the issues.
It would be a dream come true for PC players if devs implemented DirectStorage as an option for these PS5 titles, however it takes a lot of time and resources to implement correctly and then again the budget for PC ports is rather limited.
I have an 8-core 5800x and get anywhere from 2-5% CPU usage playing this game.
RTX 3070
16GB ram 3200
and standard SSD
GPU usage is around 70-80& with DLSS on quality 1440p
and CPU is at around 5-6% usage
What i found interesting is that after playing like haf an hour GPU usage goes up to 100% and fps drops down from 75 avg. on high to 58-66 fps and stutter begins, and if I turn all settings to medium and then again to high GPU usage goes back to 70-80% and fps comes back to normal
possible the 5000 series has some form of asic blocks that help decompression? wouldn't be surprised why your loads are so low.
