Add on things like shadows, detailed meshes, etc, and it's pretty much impossible to play Ultra smoothly unless you have a 4090.

I ran all on ultra, with 1440p render resolution and DLSS quality to get 4K.
Cannot maintain 60 FPS, but it still performs nice.
No bad stutter and no crashes.
The only issue is, that even if a 3070 ti appears to perform slightly better in games than mine, I have 24 GB VRAM and the game only uses 9 (while it says the OS and apps use over 4), so I come to a total of almost 15 GB VRAM usage of 24.
This might be the biggest issue, as the 3070 ti only has 8 GB.
Normally VRAM isn't the main culprit for crashes (but for bad performance and textures loading in an awful state, like bad graphical issues if there is no VRAM left), but apparently here it is.
So I doubt you will get a good experience out of it, according to the many reports here of people with the recommended specs.
Some said they can run the game fine on a 3080, but then again, I haven't asked which graphic preset they use.
im on a 3080 with a 12700k with 32gb of RAM and an m.2 nvme and i have everything at ultra at 1440p with no DLSS or FSR and for the most part im in the high 60's highest is 100 plus, lowest is 45 for very brief moments. Not perfect but mostly playable.
