Same, Science Building is the game killer, just earlier for me, as I open the door of 251, or dare to pickup the handgun ammo in the shiv locked room that has the level 4 tool.
I'm on AMD though, so it's not GPU specific that area is broken as all hell, and has never been fixed, clearly.
Heck I even changed drivers myself, and exact same crap.
I also again reset the shader cache on my GPU and the game by deleting that folder, and same crash to desktop, right as door 251 is passed through or opened.
What I did do that got me to where you were having crashes was downgrading the entire game to 1.1.3, now that's wild, but it crashed right where you did, Joel & Ellie at the guys makin noise around the stairs. Even when changed back to 1.1.4 and clearing shaders and psolibs folder yet again. So broken.
Starting an earlier savegame suddenly got me past the Ellie and joel dialog, but then it crashed once Ellie got upstairs and started to open the next door.
I am going to guess, the save games get corrupted super easy, lovely news to realize, that might be why the game is so busted. Even turning Rebar off changed absolutely nothing, just a dead weight of data on my M.2 currently.
I gave it a shot, thinking it probably wouldn’t work, but all I did was disable the Steam overlay (for some reason) and most importantly limit the FPS to 50. After that, I played through the entire game over the weekend without a single crash.
The only crash I had afterward was when I tried enabling the Steam overlay again because it was bothering me not seeing achievements being unlocked but that was indeed part of the problem so I disabled it again and no more problem.

I still have to try to re-enable Smart Access from the BIOS
Yeah this does absolutely nothing but placebo. Waste of time and might even require you to reboot twice to change it back in BIOS, have fun, game still a crash fest of slop. Hell i even went back a chapter but the same, I'm guessing a save in the same area might help, but very doubtful, it's triggered when items in that specific area are touched and that includes story items, and upgrade items you lose if you skip, science building only, so far as I can't get past it.

Well, that reply was for OP as it solves crashing for this game with smooth motion if that is what they are using. Or for anyone else using that on a NVIDIA card.
If your friend doesnt use a 50 series, they can always revert off the 57x.xx series driver. I am currently on 566.36 with no issues.
This can't be disabled via the app anymore, you need to do it in the bios, which im not willing to do. They took the option away in the march update.
