part 1 is a remake of so it's newer, part 2 is from 2020 which only had a remaster update in 2024

I think it's just a case of a publisher testing the waters and then lowering the price of their subsequent products accordingly.
For example, Dragon Quest Builders 2 came out quite a few years back here on Steam, and the price was quite high for the time (and it never went below 50%). Square probably didn't see it selling that much, and they also had to make an effort to port the game to PC. After Square saw the success of the game here, they realized there was a market for that kind of game, so they finally ported Dragon Quest Builders 1. The normal price of DQB1 is 60% of the price of DQB2.

that's not how it works

this is the base price, if it had a preorder discount then it would be more expensive at launch

Part 1 comes with the DLC (left behind), part 2 has no DLC. Both part 2 and Rise of Ronin are the same price - maybe Sony’s exploring a new price point? I think only Sony can accurately answer why.
