Game is fine.
They mean user induced because it is on the user if an inadequate cooler is put on the CPU. As CPU's should be able to run at max on all cores without overheating.
As per degrading CPU. That was technically an Intel issue but its on the user to make sure they update their system to ensure latest microcode update to CPU. As well as getting a replacement for free as Intel has extended the warranty for those CPU's.
So by that, It is induced if the user puts on an inadequate CPU cooler, and/or doesnt know about the new microcode updates Intel released. Causing prolonged stability issues. Or if they are trying to run this game that doesnt quite meet spec on a 10 series GPU or the like. Which are way too old for this game to play well.
Since AMD has not listed this as an FSR 3.1 game. It is highly unlikely that will even happen.
I have a 6+ year old 8 core CPU. Usage was normal and around 30%. No stuttering at 1440p with max settings.
