Honestly Returnal was a fun video game that comes to mind, but I feel like that's not what you're looking for. but just like your avatar. The Witcher is a bit of an open world slow burn type of game that manages to be cinematic and well written. The last of us has things like Great Cinematography, and a two writers, one that was very invested and passionate about story telling, and another that was passionate about movies like The-Road, and Children-of-Men.
I can sort of reccomend another game that is slightly lower budget. Enslaved oddessy, is a game made by ninja theory that while isn't the greatest story, i felt myself falling in love with the characters and finding the gameplay to be fun and impactful. The world is full of lore, however the game looks dated and while a graphical marvel for its time. It certainly enjoyed it, they also have another story based game Hellblade.
I also kind of recommend Uncharted 4. The game was also well written, I almost want to say it's like TLOU, but instead of being about an old man and his daughter figure, it's about two brother who are searching for a treasure but both of them are idiots. I almost want to recommend playing uncharted 2 first because uncharted 4 focuses on nathan's brother a bit more as opposed to him, but you'll get a better sense of what type of character he is. uncharted 1 is really bad, imo, and uncharted 3 was alright but pass able.
There's also the Bioshock series which doesn't have a single bad game in my honest opinion. All three of them, Bioshock 1, 2, and 3. Bioshock 1, great story. Bioshock 2, great dlc story and best gameplay. Bioshock Infinite (3) Another great story.
If you're looking for gameplay however, a majority of TLOU's design was actually inspired by Dead Space. It even mirrors the shoot enemies upside-down part. It's ironic how nobody really notices how TLOU is really just rewritten beat by beat with various other mediums all sewn together like a frankenstein monster but ironically becomes a master piece. The story is greatly inspired by Children of Men, and the gameplay is inspired by Dead Space, if you're looking for more of its gameplay loop, you can find alot of it in Resident Evil Village, RE4, or Re2 / 3. There's also the Metro games that make use of that low ammo scarcity and rescource management that I found in the harder TLOU difficulties. But Dead Space is always going to be my favorite game of all time.
Back to TLOU, I can see the connection between it and Children of Men for narrative elements(I love that movie. And I'll look into The Road, sounds like something I'd enjoy as well) and Dead Space with the gameplay influence... which I've only ever played the second game at a friend's house and never got to finish it. But I do remember the atmosphere of the game and how immersive it felt. Might get myself to play all of them soon.
And I love BioShock(only played 1 and 2, tho) and Metro games. I'm yet to play Infinite but it's mostly because I don't want to force myself into it and ruin the experience. And I just finished re-installing Exodus. I started it several months ago and was really loving it, but I had to put it down because the ocassional spider crawling around Artiom was triggering my phobia, haha.
