Concerning Ellie's Jokes

I am currently experiencing great difficulty in triggering Ellie's fourth joke-telling sequence, after climbing the ladder in the hotel lobby. Thus far, I have been following a guide, and ensuring to acquire all of the collectibles. If I were to use the chapter select function from the game's menu, and select Hotel Lobby, would I load in with all of the collectibles I had at the beginning of the chapter? From taking a cursory look through online fora on the topic, it would appear as though a reload is the only option to occasion the dialogue to become available.

I picked up the safe code, opened the safe, and ensured that the ladder was as far to the left as possible, but the dialogue still doesn't trigger, unfortunately.

Ahh could be a bug then i don't know picking up frank's note after bill throws it seems to be bugged too i can't achieve it

I had also noticed that, whilst I managed to unlock the attached achievement, the crumpled note was not added to my inventory.
