When swapping GPUs its always good to run a display driver removal tool before hand. You can use either DDU which works very well or AMD cleanup utility. I personally use DDU as it works great for both NVIDIA and AMD display driver.
Here is the link to DDU. Make sure to read and follow the guide if unfamiliar or issues can persist. After the cleanup is done install 23.12.1 again. https://www.wagnardsoft.com/forums/viewtopic.php?t=4831
Here is the link for AMD cleanup utility if you prefer to use that. Again, make sure to follow the guide and after its done reinstall the latest display driver. https://www.amd.com/en/support/kb/faq/gpu-601
