There are games that are even more demanding and have more resources than this game that use way less CPU than that.
The game was built wrong from the start and took the exact PS4/PS5 CPU architecture and implemented as it is for the PC CPU. which is so stupid.
Anyway, to answer OP's question, yes it's perfectly safe. No program running your CPU at 100% is going to "break" it, and you should really only be worried about temperatures if they start nearing 100 degrees. Otherwise, you're fine. Ignore those who are only here to dunk on a game and don't understand what they're talking about.
Which resolution are you playing?
If it's 1440p, it should be 100% GPU and 80% CPU...
With that combo, his GPU should hit 100%, not the CPU, which can reach high usage but not 100%, definitely something is wrong. It also depends on the resolution, higher res, more GPU bound.

Btw. there are quite a few games that will push even current or last gen enthusiast or high end CPUs quite hard and there will be only more such games. Cyberpunk+ Phantom Liberty with high NPC count, Dead Space 2023... . This is even intensified if people use upscaling to shift load from the GPU to the CPU effectively. If Dead Space 2023 or Cyberpunk will lead to average 35-50 % CPU use on a Ryzen 5800 X3d for example, then any less powerful CPU will be loaded even more.
Or, you know, if you're CPU limited.

My CPU usage however is always fine, around 50% and temps for both GPU and CPU don't go above 65 degrees.
I have a 5900x and it seems this game uses the additional cores quite well.
