Weapon Sway - Use Points or Combat Accessibility
In-game a player can use points in the "Skills" menu to reduce weapon sway.
You can also go to the "Options Menu/Accessibility/Combat Accessibility/ and turn off Weapon Sway.

Do they both do the same thing? The Options Menu choice seems a good way to save some skill points for other skills.

Is this a correct assumption?

it is, if you use the supplements the first upgrade it will reduce it, and the 2nd upgrade will make it very stable with 0 recoil. both the 2nd sway upgrade and the one in the options are the same.
