not enough material's to craft properly

I collected the crafting books, but I seemed to be out of scissors or pliers when crafting, the icon looks like pliers in the game crafting menu bench , but could be scissors too, the icon always 1 and redded out as to not enough

I was only able to upgrade a couple of weapons to level 1 even they'll I had 6 or 8 crafting upgrade manual books collected

I did try to collect all materials and some couldn't be gathered anymore or added to inventory

If you’re upgrading weapons on a crafting bench, you need to find upgrade toolkits throughout the game. The crafting recipes are only for things that are crafted via your backpack.

Look for red toolboxes; they provide you a tool, which then upgrades your crafting level (for weapons at the crafting table).

As to having enough resources, you must explore every possible place. Also, supplies don't always shimmer (or whatever) - often you won't see them unless you're right in front of them. Depending on what level you're playing there really are plentiful resources.

They're there. There's not a lot. Not sure if the number reduces as difficulty levels increase.
