This is usually a display driver issue\conflict when changing in-game settings and it doesnt do anything.

Since you have both an integrated GPU (Radeon) and dedicated GPU (3060Ti). I would make sure to disable the integrated one via BIOS and set the primary to PCI-e. The system will than see your 3060TI as primary and only use that.

Once that is done I would recommend using DDU to clean out both AMD and NVIDIA display drivers. Than install latest from NVIDIA only.

That should help remove any conflicts and get the game running up to par again.

Here is link to DDU. It explains what it is/does. Make sure to follow guide if unfamiliar. You will have to run it twice since you probably have multiple display drivers installed. https://www.wagnardsoft.com/forums/viewtopic.php?t=4731

Try to install 537.58 drivers, turn off in-game vsync and unlock fps, then force vsync in the driver. It solved my issue (rtx3080 12gb).

Disabling the integrated GPU will remove it from the equation. As well as running DDU and only installing 546.17.

Also to note. When installing the driver do not install GeForce Experience as it can sometimes cause a conflict with games. It really isnt needed anyway and adds a lot of unnecessary telemetry to the system.

I would than check CPU usage. If its bottlenecking than it doesnt matter what setting you use. As GPU is not getting data fast enough.

I would than recommend you do a clean boot. That means disable any non-essential program from loading with PC boot. That means check task manager startup, system config services (all non MSFT), and task scheduler (task schedule library). If any non essential program is enabled in those areas it will load. This will help free up some resources to CPU and RAM.

Do you know your CPU usage is before opening game? You can also use MSI Afterburner with RivaTuner to check on usage in real time while playing to see what is going on. Plenty of online guides to learn how to use.

I'll tell you now both at 3440x1440 and at 4k this game uses way more than 16GBs of RAM. That CPU/GPU is an issue as well.

Check your VRAM and CPU usage with MSI afterburner. 3060 ti only has 8gb of VRAM, so if you set anything VRAM related to Ultra it will stutter. Alternatively 5600g is not powerful enough. I have similar problem with 4650g and i set my framecap to 50, but in some parts its not enough and i have to limit it to 40.

your CPU is a bit light for how CPU heavy this port is. Especially if any GPU changes have no changes.

At the end of the day, none of us are sure. We can only assume based on the info we have.

When i set all the settings to low, it still stutters
What is your framerate? try to lock it to 60 and then go down until it stops stuttering. 3060ti is capable of delivering a lot of frames in this game, but cpu cant handle that even with low settings, since settings mostly affect GPU load, not CPU.
CPU and GPU combo along with the RAM it's easy to see where the issue is. You need a stronger rig bud.

Try disabling REBAR or SmartAccessMemory..its helped me gain 20-30 frames

I was facing a similar issue few days ago.
Quick summary, my CPU was not using all cores so I updated the BIOS and now the system is able to manage all cores correctly, more info here: https://steamcommunity.com/app/1888930/discussions/0/4032473196477321335/
You can easily check if your game is using all cores in windows task manager.

stuttering is not related to frame rate so it won't help me

It absolutely is. So lets say you are at a scene and you getting 80FPS. Than turn around and the FPS dips to 40. It will feel like stutter. Because it is losing half the frames in that 1 second. So if you only getting half frames in that 1 second. Itll stutter until those frames are recovered to fill that second.

So if you cap game at 60FPS and it dips to 40. The stuttering will not feel as bad because its losing less frames. If you set the game to 30FPS you will be smooth throughout as the lowest FPS is 40 and nothing is dipping below that point. Make sense?

If your FT is all over the place it will also feel like stuttering. It should be at or around 16.7ms for 1080p.

Your CPU is only 6 cores. You only have 16GB of RAM, but probably have less than that available for the game. So all that is working against the GPU to deliver good usage. As it is probably not getting data fast enough and CPU is bottlenecking. That is why you get no change in performance no matter what setting you change. As the GPU just isnt getting the data fast enough.

That is why I recommended doing a clean boot above to help free up those resources.

This is also why you should use MSI Afterburner with RivaTuner to see what your system is doing in real time while playing.

What is your OS and build?

This game is just optimized very very poor don't let people fool you with your setup it should run fine not on max settings but it should run fine , there are newer games out there with better graphics and they run fine with a setup like yours , they srewed this game up it's that simple.

Hi
3060ti should be enough to run at very good graphics at 1080p with optimized settings.

Regarding the stutters, did you let the shader compile before starting the game?
