Since you have both an integrated GPU (Radeon) and dedicated GPU (3060Ti). I would make sure to disable the integrated one via BIOS and set the primary to PCI-e. The system will than see your 3060TI as primary and only use that.
Once that is done I would recommend using DDU to clean out both AMD and NVIDIA display drivers. Than install latest from NVIDIA only.
That should help remove any conflicts and get the game running up to par again.

Disabling the integrated GPU will remove it from the equation. As well as running DDU and only installing 546.17.
Also to note. When installing the driver do not install GeForce Experience as it can sometimes cause a conflict with games. It really isnt needed anyway and adds a lot of unnecessary telemetry to the system.
Which part?
I would than recommend you do a clean boot. That means disable any non-essential program from loading with PC boot. That means check task manager startup, system config services (all non MSFT), and task scheduler (task schedule library). If any non essential program is enabled in those areas it will load. This will help free up some resources to CPU and RAM.
Do you know your CPU usage is before opening game? You can also use MSI Afterburner with RivaTuner to check on usage in real time while playing to see what is going on. Plenty of online guides to learn how to use.
At the end of the day, none of us are sure. We can only assume based on the info we have.

You can easily check if your game is using all cores in windows task manager.
It absolutely is. So lets say you are at a scene and you getting 80FPS. Than turn around and the FPS dips to 40. It will feel like stutter. Because it is losing half the frames in that 1 second. So if you only getting half frames in that 1 second. Itll stutter until those frames are recovered to fill that second.
So if you cap game at 60FPS and it dips to 40. The stuttering will not feel as bad because its losing less frames. If you set the game to 30FPS you will be smooth throughout as the lowest FPS is 40 and nothing is dipping below that point. Make sense?
If your FT is all over the place it will also feel like stuttering. It should be at or around 16.7ms for 1080p.
Your CPU is only 6 cores. You only have 16GB of RAM, but probably have less than that available for the game. So all that is working against the GPU to deliver good usage. As it is probably not getting data fast enough and CPU is bottlenecking. That is why you get no change in performance no matter what setting you change. As the GPU just isnt getting the data fast enough.
That is why I recommended doing a clean boot above to help free up those resources.
This is also why you should use MSI Afterburner with RivaTuner to see what your system is doing in real time while playing.
What is your OS and build?
3060ti should be enough to run at very good graphics at 1080p with optimized settings.
Regarding the stutters, did you let the shader compile before starting the game?
