"Competent enough to use it
You don't have to have a degree, but there are a million different combinations of components for PC's, so when there is an issue, as a PC user, you need to be able to figure out what is going wrong. Your PC should play this game with no issues, but it's not, so its definitely a you problem. If I had your PC I would be playing the game right now because I know how to trouble shoot any possible issues. It could be something as simple as a driver not loaded properly, but if you don't even know how to check all your drivers, then here you are. There are a ton of what ifs when it comes to PC's.
That's not to say this game is perfect and not without issues as we all know. At least your listed your CPU and GPU. Most people asking for help don't even do that, and then you know right away that they are the problem because how can someone attempt to help you if you don't even list your specs. The top 2 issues that I've seen stop a game from not starting are Audio and Video. Check there to start. Are you able to play other AAA games?
