Awful Lighting Issues

Been having awful lighting issues with many areas in this game. Not sure what part I'm at, but throughout all of the game fog and lighting have been creating odd effects that look almost like TV static. This has all been annoying but manageable, until this specific part.

Everything is a lighting hell, colors are rendered incorrectly in a sickly neon rainbow textures. Its almost impossible to see in. Any ideas on how to fix this?
