if you have a 60 Hz display you gotta fps cap at 60 and try to run full pace on the cpu + gpu. 30 fps is not looking great. if you got a 144 Hz display i'd recommend running at 48 (every 3rd sync) to lower the general computation load while maintaining smooth display. note: 36 fps (every 4th sync) is the lowest above 30 you can run on 144 Hz.
graphics: medium and all "cpu: major" options at low. textures at medium or high, whichever runs or looks better to you. dof cutscenes only. motion blur and lens flares off.
if your laptop has an eco mode (tdp down - aka lower or no boost clock) try to use it to control the cpu or overall thermals. i'm running fine at average 2.8 GHz in use. 2.5 to 3.2 Ghz at 15 W. it stutters a lil here and there but that's "normal" for shader caching and level loading.

With that, MAYBE you can get 20fps and less stuttering.
you never played on a laptop? ofc you gotta lower the settings or the hardware will roast. and there's no reason to not use dlss. it looks just as good as native while keeping the hardware cool and wattage low. 48 fps is totally playable too and syncs buttery smooth to a 144 Hz panel. 60 fps does not sync like that. that's the point.
