89 C is the thermal limit of this cpu. if you reach that it'll thermal throttle. since you hit that in cinebench already and it was most definetely a throttled result, something is wrong with your setup. also be aware the issue with asus boards was mentioned by big tech youtubers. if it runs with the faulty voltage control and broken overcurrent protection from asus you looking at catastrophic failure in the near future.
read up on the issue. update your bios with a fixed version if they have one, lol. or rma the mainboard or get a better one, not from asus. they dropped the ball on that one. it should not be supported. check your cooling solution for the mentioned errors during installation.
BIOS is newest. Cooler is perfectly mounted. CB23 result is as good as in reviews of my CPU (36K) and in 30 min stresstest i got 35K as well. Idle Temp is 45°. 89° in CB23 is normal for this chip @devault. All cores have good temps and perfect performance. All games go perfectly (temps ingame 60 - 75°! (Written above). Everything else than TLOU works perfect (written above)! Setup is all new. 1. newest BIOS (written above), 2. Windows 11 clean install, 3, Chipset driver, 4 graphics driver.
Any other ideas out there?

ofc there is no support from the developers for hardware issues. you wanna send them your pu for them to look at? doesn't work this way.
professionals call that delidded and direct-die cooling, but okay. gotcha. :)
AMD CPUs are designed to boost up to 95C unless you turn off PBO and CBS / Core Boost. 95C is normal behavior for those CPUs because the default BIOS settings on many boards such as MSI are set to overclock the Ryzens and use PBO.

WARNING BE CAREFUL ADJUSTING SETTINGS IN BIOS. SKIP TO 4:00 in that video to understand what is meant by "temperature target" and how to set it for you to run your CPU cooler. The default target is 95C, you can put it down to 65C or whatever you want.
You can also consult your motherboard's manual. But keep in mind that Ryzen 7000 has issues with VSOC being set too high and CPUs burning out so you better be careful with adjusting BIOS and make sure you understand it properly. Again, your manufacturer of the MOTHERBOARD or PC can help you with those settings.
Generally it should be a simple setting under "PBO" that allows you to set max temp target. If you don't like that you can do the simple method and set "Max CPU" in your Windows power profile to 99 percent and it will disable ALL turbo mode / PBO / CBS regardless of what CPU you have. If it doesn't...well you have a real issue !
This game is about as demanding as a Full AVX Workload in Prime95 Torture Test so you need to reduce the temperature when its at its maximum workload

You're right, it is 89C ...but if you can get a steady 95 without it throttling, it can't be only the game at fault. It could be that the board is reading your CPU as Ryzen 7000 and not the X3D version.
Are you sure your BIOS is updated to the latest version? Some boards need an update to support 7000X3D properly...they especially do if you haven't updated and are running 7000 with DDR6000 EXPO enabled.
