Your issue might not be do to a lack of RAM capacity but might have more to do with the XMP profile it has set, but I wanna rule out your hardware config first and make sure you're playing within spec of the hardware (since you only have 16GB of memory, you can't get away with the high preset, you need to lower some game settings that will help reduce the RAM load such as textures for example).
But of course, more RAM will help when there's memory spillover as there will be less need to use virtual memory with more RAM capacity. The average user does seem to report about 18-22GB of RAM usage. If you can lower down how much RAM your system is using in game (run only Steam and TLOU) and change settings to reduce the load, and you're still having crashing issues then it's not an issue of not having enough RAM capacity.
Respectfully, please learn to use the appropriate terms for such software as this.
16GB is the bare minimum on RAM now and 32GB is highly recommended. Some games will use up almost all your memory and will start to use your page file for swapping data. You better upgrade.

Sorry I misread your CPU you were using originally and thought you said 12700 and not 12400.
gotta agree with kingkong that your cpu is borderline for 1440p. an 8 core with 16 threads is recommended to move all the big textures. this 6/12 should be able to handle all high textures and ultra everything else that is not cpu dependant. performance depends on how high it turboes, anyway. base clock is rather low. damn intel.
Should you have built that system with 32GB of system RAM? Yes. You can find 32GB kits about as cheap as they will get right now.
There's simply no reason for people to build computers with 16GB right now to save $30

However, I disagree you need an 8 core CPU to play 1440P. Just upgrade the RAM for now and you will be fine. 12400 is not ideal because of low default clockspeeds more than anything, but I wouldn't upgrade yet... wait another generation at least. You're not going to get huge gains moving up to a 13700K using a 6750XT.
