SSR's usually face the same issue, Not just in TLOU, But any game that uses screen-space reflections has artifacting, Such as RE2 remake, RE3 remake, RE7 and RE Village also has the same artifacting when looking at fluids when SSR is enabled.
The artifacting usually presents itself as either a ghosting/shimmering surrounding the playable character, Or in the form of noise on the reflections themselves.
It's not something that can be fixed in-engine either, The only way to get rid of it is to disable SSR's completely and rely on a more intensive form of reflections such as Raytraced Reflections or using the implementation of high resolution reflection maps that simulate realistic reflections but are angled in such a way to give the appearance of Raytraced reflections.
My recommendation is to disable SSR's entirely and use the high or ultra setting for the Real-Time Reflections only.

LE: Problem was from DLSS. I've switched to AMD FSR3 and is beautiful. No more squares in the water and double the frames per second. The mirrors are not that good as the dlss but in rest it's better. 10xAMD.
