16GB System RAM, 8GB VRAM is not enough
Despite what the store page suggests. 16GB of system RAM is not enough. Just like in Hogwarts Legacy (which also suggests 16GB is recommended) I was experiencing game breaking stuttering.

After trying all the tweaks I could find, nothing helped. I then stumbled across a video showing the performance difference between 16GB and 32GB of system memory and it was night and day better with 32GB.

So I bought another matching set of 16GB (to increase mine to 32GB) and after installing I tried both TLOU and HL to see what difference there was. In both games the game breaking stuttering was gone. I still get hitches now and again, but compared to what it was previously it is 100x better.

If you only have 16GB of system memory, increasing this to 32GB could help provide a more consistent performance. If your GPU only has 8GB of VRAM (or less) you will need to lower all the settings that utilise a lot of VRAM (textures).

EDIT: I should have added my PC specs which are as follows:

CPU: 8700k @ 4.5GHz (all core), 4.8GHz (2-core)
RAM: 32GB DDR4 @ 3200MHz (was 16GB)
GPU: 3080FE
MON: AW3423DW @ 3440x1440

With the above specs (and 16GB system memory) I would experience significant stuttering on at any graphics settings (low-med-high-ultra). I was borderline about to build a whole new system thinking that somehow my CPU was bottlenecking big time as compared to other videos of people using a 3080 my performance was seriously lacking. That's when I came across a video showing the difference between 16GB and 32GB system memory and the difference was night and day between them.

Knowing that my issues were now most likely due to RAM I started up both games and when tabbing out I could not even open Chrome as it would pop up stating low system memory. This confirmed that it was most likely my RAM causing my issues, or at least contributing towards them.

After installing another 16GB the stuttering has reduced significantly. It has not been completely resolved, but both games are now playable.

Both games need some serious optimisations but I hope this post helps someone who is experiencing the issues I was as it wasn't immediately obvious what the main culprit was as my system met or exceeded the recommended specs for both games.

You're not right, I play game and 100% achievements, more than 40 hours, I don't have stuttering and I normally have 60-90 FPS, please stop writing crap... is about depends PC

and my PC is 16 GB ram

But your GPU is over 8 VRAM or you're playing with medium or low textures.

I can admit you, that 8 GB VRAM are enough for high settings in 1080p. I play the game on a RX 6600, the VRAM usage regarding GPU-Z is between 6 and 7 GB . The framerate is mostly high enough to play it smooth. The other thing is that 16 GB RAM indeed aren't enough. The Problem is that it won't feel better in med or even low settings. Probably this is the issue which call the people here "mouse jittering".

I can corroborate this. At high settings 1440p, game is using 20GB of system RAM and 11.5GB of VRAM on my machine

I won't give you all details about my PC, that's my business, that's first and second, I only play everything on medium and I have more than 8 VRAM

As you said 16G is recommended, you are on 1080p. Right?

The game just uses 5-6G RAM after entering new area but initial loading uses over 11G (all the available RAM).

How this game manage resource just insane and waste resource if it can.

How this game uses more than 16GB of system memory is beyond me. Naughty Dog better go back to the drawing board with this port. there are probably hundred of PC games that look just as good or better than The Last Of Us and run very well on 16GB of system memory.

The fact that extremely low res textures in this game(even high looks worse than PS3 version or +- the dame at best) consume over 8gb of VRAM in 1080p in unacceptable.Compare this to A plague tale requiem.8-10gb vs 3-4gb VRAM utilization,but even low textures in APT 2 look more detailed than med-high textures here.Go figure

It's basically just terrible optimization, considering this runs on a PS5, which has 16Gb shared memory.

16gb of system ran + rtx 3060 ti 8gb vram

I played it on 1440p HIGH settings, including textures, with zero problems. Only problem was the crashing but that was related to the buggy NVIDIA driver, once they fixed it there was never another crash.

OP is just fearmongering.

The game is optimised perfectly fine if your PC is able to handle the game at the settings you choose. Judging from your other posts in the forum, you probably have an 8GB card and tried to play way above what it can handle then blamed the game then left a bad Steam review because you have no brain.

32GB of system ram with 16GB of VRAM in your video card should be the 'gold standard' for building a gaming PC these days and forums and subreddits would do their userbase a favor if they pinned this information and gave basic builds to prevent people from building systems they later regret.

I hesitantly say the 4070 series MIGHT work for 1440P if you don't go to all "ultra" in your settings. It's unfortunate there are almost no affordable graphics cards that provide these features.

This is the least expensive "really good" card for high end 1440/120 and 4K/60+ gaming:
