Low GPU usage on any GPU?
I noticed that my gpu didnt get that hot in this game and saw the same in deadspace. I turned msi afternurner on and showed me the TDP and it was just 60% about 160w from usual 250w that my 980 ti can draw. And the last of us does exactly the same. For comparison a New title as well. Resident evil 4 runs at 60fps all the time at almost Max settings and no AI render scale like FSR or DLSS and it draws 250w like in any Other game I own. I heard that Others noticed that too and its still not fixed. I think this is the biggest Performance problem as of now and should be fixed and not ignored and DLSS shouldnt be a always Option.

Game is sh!it and hammers CPU pretty hard, so it wont utilize your GPU properly and creates a bottleneck, recent modern CPUs make things alot better but still game is garbage and shouldnt create such huge demand on CPU for its genre

i have an i7 11700k and it smashed my cpu while building shaders after they were done the cpu load was pretty low i think its bad optimized overall

If you're using Windows 11, A recent update introduced a bug that broke CPU usage reporting on most software, check task manager while in game for correct info.

Also how are you using DLSS on a 980 Ti?

i just mentioned dlss im not using it or tested it.

A other operating system wont change the performance for sure since others have the same issue. i have various gpus a friend of me has a rtx 3060 "recommended" for the game. guess what. runs trash with the same issue.

i always use the taskmanager or msi afterburner with riva tuner for obv reasons

Shader compilation is a heavy intensive task on CPUs. This is normal. Your CPU should have no issues taking this full workload and completing it. Though it may take time. If the heat gets too high, you need to improve your CPU cooling capacity.

But back to your original problem, your 980 GPU is 60% usage? On a 11700k? What system RAM do you have?

For whatever reason it sounds like your GPU is underutilized and your CPU is bottlenecking the game's performance. What game settings are you running?

EDIT: Also I have a 12GB 3060 GPU and this game does not run like trash. It runs ridiculously smooth for me.

Yep, it's been an issue with NVIDIA GPU's for a while now... seems like GPU companies are pulling an Apple and degrading their performance over time

Games stop using older rendering and processing techniques, and newer methods are more demanding on hardware, and new hardware gets designed around these to run those tasks and processes efficiently.

It's not nVidia is downgrading their consumer's cards. You're not losing any performance in Doom, or CS:GO or anything as new games come out. You lose performance in newer titles because the older hardware is not designed around the modern render, rasterizing, and processing techniques of modern engines and software.

im unsure about but i had this with my gtx 560ti on windows 7 6 years ago with latest driver but windows 10 fixed it

what settings are you using? dlss or not? dlss can boost fps but im not a fan of ai upscaling if its not needed.

anyway the 980 ti is maxed out if we look at the taskmanager but it doesnt draw that power it used to draw. so it isnt maxed out? idk. and i experienced this with all 3 gpus i have around me. gtx 970 gtx 980ti and rtx 3060 all have the same issue. yes it runs good on the 3060 and smooth with dlss. but as i said dlss shouldnt be a always option or a option to evade optimizations. deadspace was the exact same ♥♥♥♥♥♥♥♥ and everyone said use dlss/fsr. cmon this is joke

my question more is what do you think about that. test it yourself and tell me the result

Upscaling isn't needed at 1080p. At 1440p and 4k it is needed. I use DLSS Quality (never use anything lower than quality setting on FSR or DLSS)
I play on 4k high preset with a few settings turned up. I get a good stable 40-50fps average after the latest game patch.
When I play on 1440p, I play on Ultra, everything maxed. And my 1% lows don't drop the FPS below 55 when they are big. Average FPS is 70+.
