This latest patch did fix a number of things, but only if you were genuinely impacted by game related issues. Most of the in-game caused crashes are fixed. CPU usage is mostly fixed (can still be optimized further though) but those with ungodly high CPU usage are either playing with settings above what their CPU can handle, or their system itself is not optimized well. As much as people don't like hearing this, it's worth checking out. Might get more performance and stability in a lot of other games even though they all play fine and only TLOU is problematic.
As each new game comes out, those with unoptimized systems will continue to complain. Generally, if they complained about TLOU, Hogwarts Legacy, RE4 on release, and complained the patches in those other games didn't improve anything, and updating display driver doesn't fix anything, this is a really strong indication of the previous mentioned user problems (settings set too high, or unoptimized system specs).
Yes, the game needs optimized textures for settings below high. Yes, the game is using too much video memory as a result of this on lower settings. Yes, the streaming engine needs improvement. Yes the mouse stutter needs improvement. However, these all take time and won't be done in a week or so. The mouse stutter can sometimes be an easy fix but when it's not, it usually takes a while. Just gonna have to wait for these fixes.
For those still having issues, I really do recommend checking your Windows Event Viewer under Applications and System for warnings and errors for entries time stamped to when your game or PC crashes, or when you have bad game performance. You'd be amazed at how useful and informative this tool is on your system and how easily it can direct you to resolving most problems with your PC.

if you are on an nvidia GPU and you're using geforce experience, it does not inform you of hotfix drivers. (at least it does not for me.)
the drivers naughty dog are encouraging you to download would have to be downloaded directly from nvidia.
also they're supposedly only relevant for rtx 3000 series gpu.
"someone should sue sony and naughty dog"
bud. you'd lose money. that's assuming a lawyer even thinks you have a case to start a class, because that's the only way you're getting traction for a suit against big companies like that, whose legal teams have more money than you'll ever see in many lifetimes.
they usually want to keep anger levels at an all time high. keep people emotional and then use that anger to support their political biases.
now tell me please of a more gullible and stupid population that has a huge amount of morons, than gaming.
they already did it with gamergate controversy and they also fanned the flame for part 2.
the hilarious part about all this, is druckmann's reaction which was priceless imo. he saw all the negative reviews and quickly commented that no game, made by their studio, saw this amount of passion from the fans lmfao...
