It also may be best not to download as soon as the patch goes live as everyone else will then too and that will only increase the load their end. You just want to ensure that the process goes as smoothly as possible.
I already tried that and unfortunately no change.
But I'm guessing based on your symptoms described, the game begins to launch, your CPU caps out on the workload (because you're only saying i9, plus described symptoms you have an older model CPU) and the game is hanging because your CPU is pegging on actually loading the game. It will hang during this to stop extra processes from taking over while it actually tries to launch the game. If waiting 10 minutes doesn't get the game open, then you got a problem. I mean, you got a problem either way. But it mostly just sounds like you have an under spec'd CPU for the game.
What about how much memory you have installed?
I run a 12th Gen Intel Core i9-12900HK, NVIDIA GeForce RTX 3080 Ti, 32 GB of RAM. My build SHOULD be more than capable of running this thing decently. And up until one of the more recent patches, IT DID. If this thing is under spec'd then this piece of ♥♥♥♥ port has no business being on Steam.
There are some known issues with the memory controller with 12th and 13th gen Intel CPUs. Though your symptoms don't entirely seem to be indicating anything memory specific enough.
What does Windows Event Viewer say under Applications after the game hangs at the black screen? There will be a warning or error time stamped to when the game exhibits the symptoms you described. Just let the game sit there for a few minutes to make sure that Windows can properly log the event before your restart your PC.
However, the game is actually optimized (for the most part) to run on a system with hardware as you described. There could very well still be an ongoing issue. As far as I know, the latest patch did not resolve the game crash on startup issue.
At the very least, I'd like to try and help you to ensure we can rule out anything on your side. It's surprisingly a lot more common to find a user's system isn't fully optimized. Sometimes the memory XMP is too aggressive for the motherboard and CPU combo. Sometimes the motherboard needs an update to the BIOS. Sometimes the CPU is being limited because of motherboard settings. Maybe you're running 2 kits of memory and it's causing XMP to work improperly and reduce performance of your memory.
You seem to also have an issue with reconnecting back to the internet after you restart your PC from the game hang, so there's definitely something fishy going on with your system if that's the case. Maybe you have a background process that is running wild and it's screwing with the game process. Virus or malware? Maybe Windows is just a bit corrupted and you gotta do a reinstall or repair.
