Your local game files are corrupted. Your problems are not MY problem. It's kind of strange that all the people in this forum that act like you do all have the avatar and they all act like creeps.
submit a support ticket. I'm no longer going to put up with this type of behavior.

How are his local game files corrupted if he redownloaded the entire game not once but twice?
I'm in the process of redownloading the game too, After today's patch I get nothing but CTD.
Things I've tried today since the patch installed :
• Verified game files
• deleted local save games
• Install the hotfix driver even though my 2080ti wasn't affected previously.
• delete shader cache files and recompiled them.
• Start a new game.
• moved game to a different SSD..
Nothing works at all, Honestly I had no problems with this game until yesterday's patch so I can only conclude that the patch is responsible for the crashes that have come as a result of this patch.
It'd be nice if steam offered the ability to roll back a patch because this game right now just is unplayable for many of us.
Every time a game crashes you run the risk of your game files corrupting. This risk is much higher if a person is overclocking their CPU. An overclocked CPU can return bad data.
I have a question for you? Have you ran memtest on your memory?
https://www.memtest86.com/index.html
CPU: i7 10870H
Motherboard: I don't know, it's a laptop (MSI Creator 15)
RAM(Amount of system memory): 64GB
Video card: Laptop RTX3070 100watt
Driver for video card: 531.58
System drive: NVME
Game drive if separate from system drive: NVME
and ARE you using the latest hotfix nvidia driver 531.58: yes
EDIT: I restarted my game and now it's working like it was last night again, and CPU usage is back to 100% I dunno... weird
Did you let the game rebuild the shaders? Did you verify the game files?
Yes I did, but it started building shader at 98%, so I thought maybe it was a bug, restarted the game and now it's working so I dunno...
Let me reiterate..
Before this patch I had no crashes, cpu is not overclocked ( I run base core frequency and only allow turbo to kick in as its supposed to ) and Memory is fine and has been stressed for 24h on prime95.
It's only been since this patch that issues have arose.
I've been gaming on pc for quite some time, If the game doesn't work after a redownload then it's clearly the newest patch as all other avenues to fix it will have been explored.
Prime95 does not test your memory for problems like memtest does, so that mean anything. https://www.memtest86.com/index.html
You didn't say if you followed the DDU method when you installed the hotfix driver.
https://www.youtube.com/watch?v=kSiJkMnDcg4
Get the latest version of DDU from:
https://www.wagnardsoft.com/
if you need to redownload the hotfix get it here
https://nvidia.custhelp.com/app/answers/detail/a_id/5455
https://www.wagnardsoft.com/
AFTER you have reinstalled the video card drivers
and after you have redownloaded the game and you still have problems
SUBMIT a support ticket.

I always DDU between driver installs too.
Face it bud, it's the patch.
If it was any of my components or drivers or configurations, the crashes would have persisted when the game initially launched.
I also have around 40 hours in the game so far, 39 of those being a crash free experience prior to the new patch.
I'm not sure if it's this patch , or a combination of the patch with the game and the software you have running in the background. seriously the only way the game will be fixed is if you click the naughtydog link I've already posted so they can go through the dump files to find the conflict. It will not get fixed until you report the problem to them. I personally will not touch the game until the mouse problem is fixed.
