No, it cannot. Your GPU has 4GB of VRAM which is not going to be near enough. Sorry. You should have 32GB of system RAM and your processor is rather dated as well. An entire new gaming PC is needed, but a more cost effective approach in your case is to keep the PC you have for other tasks, and buy a PS5. That's what I personally would recommend.

On 720p with FSR2 Quality, on maybe Medium (with low textures), yeah, you'd get 30+.

You'll be waiting 3 hours just for the shaders to compile so you can start the game.

Like is this a joke? Come on man upgrade the rig. The video card to play this game needs much more video RAM. I would not purchase this game you will NOT have a good time at current. I would wait about 2 months and see if it can be run at that point. Right now the system requirements are VERY high on RAM and Video RAM.

You want the truth the answer is NO. Your GPu and CPU are below minimum specs.

There's a nice chat here
https://www.thegamer.com/the-last-of-us-part-1s-pc-port-naughty-dog-iron-galaxy/

that shows you will not have a good time.

Requires a 64-bit processor and operating system
OS: Windows 10 (Version 1909 or Newer)
Processor: AMD Ryzen 5 1500X, Intel Core i7-4770K
Memory: 16 GB RAM
Graphics: AMD Radeon RX 470 (4 GB), AMD Radeon RX 6500 XT (4 GB), NVIDIA GeForce GTX 970 (4 GB), NVIDIA GeForce GTX 1050 Ti (4 GB)

CPU too weak, not enough RAM, and GPU would give you a nice slideshow

LOL and then you'll be like, man, I waited 3 hours for these ps3 looking med. crap textures?!

For all the suffering we're doing to get this game to run, TLOU1 is pretty average looking. I've played far better looking games that didn't have half these problems.

I bet it will run better than the RTX 3000 series crowd.

It's a bad port... Right now the PS5 in performance mode looks better than the PC version.

Just a reminder, the PS4 had 8Gb of VRAM, So it is safe to say we as PC users would need that as a minimum as well

Maybe CPU is a too weak, and Not Enough RAM but holy damn, I am still satisfied with my Handcrafted Foldable Gear.

Only I see How that Equipment is Fast Running.

How Fast this Equipment Working.

How this that turn on/turn off - Very ♥♥♥♥♥♥♥ Fast!

I am really still satisfied with this, what I have. 😁😁😁😁
