Second make sure the game is on a ssd, other you gonna have terrible time.
Issues with high CPU usage and frametime can be reduced by capping the FPS at 60.

And even if mentioned, just turn Motion blur and Camera shake off. This will help with the perceived lag if nothing else. And at 1440p you will have to use DLSS to stay under the white line of vram allocation, if you do not wish to play 1080p natively.
can i ask what the influence of that is on the graphics card? i have the same 3070, and the game suddenly set itself on ultra and it all still worked extremely well (i did not install the hotfix, only the steam update and it's running better than before. im hesistant to install the hotfix rn cuz its not crashing anymore). the vram being above the 8GB made me nervous tho, so i set it back to medium settings.
Going above the VRAM limit will NOT crash the game. I believe there was this misconception floating around at the beginning but it had to do with the general stability of the game. Of course it will affect the performance since the game still needs to store these GB somewhere and the next available storage is the system RAM that is significantly slower than the VRAM of the graphics card. Last resort is the page file on the hard disk that is, on its turn, even slower than the system RAM even if we are talking about an SSD.
That said, game crashing because of lack of resources is highly unlikely today. However, there are situations that slower storage can lead to crashes but this is in cases of thread racing and generally are not that much common in single player games.
If you play on FHD or 2K and the FPS are ok for you, playing on Ultra won't cause you any trouble. But Ultra on 4K with the 3070 is not such a good experience although it would still not crash the game.
