Typically, people would post their PC specs in OP with these questions tho'.
So, with nothing else to go on.
0. Check the pinned comment about "raising a bug report."
1. Rt-Click games >> Properties >> Verify files
2. or Delete and clean reinstall (save files are in a different personal folder)

oh wait.. the command popup .. that's a Steam Client known issue.
pls google around for their solutions.. it's a tad extreme.. I hope you don't mind reinstalling steam.
It will run on same PC if i create a new user. so hardware isn't the issue, or the windows install itself, but I'm guessing something with my user in windows. I was able to go to onedrive website and pull an old save from a few weeks ago (not near the end of game, so i will need to replay only a few hours)
Like Yeah I can play it, but having to go to a secondary login on my pc just isn't a long term solution. And I'm the type that doesn't reinstall windows often because I have a ton of audio programs for my work on the same pc. And I just reinstalled everything a few months ago.
Will it launch WITHOUT the Saved Files? (temporarily move it)
