The game will be playable but not at high settings. You can start with 1080p medium settings and then start to crank things up gradually if you can still maintain 60 fps.
Compared to launch its in a much better shape now. Also do not play until the shader compile process is done otherwise you will have stuttering during gameplay.
With my 7700x, rx7900xtx, 32GB running at 1440p @100fps stable.
CPU n GPU temp abt 60+. GPU running abt 300+watt. Hotspot hardly cross 70degC. But I can feel GPU is giving out alot of heat via the exhaust.
AMD driver using 23.9.1 (with e latest feature anti lag+ but don't feel any difference)
All setting at ultra.
Turned off motion blur.(just don't like it)
Turned off FSR2. No upscaling. Just RAW.
Just completed bill's town chapter and performance is super smooth.
Graphic is top notch and story pace is great. Enjoying this beautiful game n taking my time to play. Looking around the well build environment.
Performance on my PC is great. So far there are only 2 scenes which stuck at 75fps. But still acceptable to me.

I read in other threads that FPS drop alot during the winter chapter for Ellie. I will chk n see for myself when I reach there..

Could it be that you are getting such high fps because you do have an RTX 3080 desktop graphics card?As I said in my previous comment, I play all the games I mentioned except The Last of Us at ultra settings, at 2K resolution and with DLSS turned off, without any problems.I save the game in certain areas where there are serious fps drops in the game.In this way, when a new update arrives, I can check whether there is any fps increase in the regions where there is a fps drop in the game.And if I talk about the last 2 updates, I can't say anything has changed.With such a system, I can hardly play the game at 40 fps even at high settings, and sometimes the fps drops to 35.the game really needs a strong performance update
Check your thermals... with a laptop you could be throttling and might need a repaste if your load temps are high.
Similar system to you, I can do 4k 60 native and 80-90fps with FSR2 quality.
It's a laptop 4070 though so it's more on par with a 4060(non TI). It's not as strong as you would think.
