The TDP can be exceeded when turboing, and the game won't in any way shape or form be able to access BIOS settings which are setting certain offsets while hard limits are given by motherboard and ICs in the CPU package.

So basically what I am saying... 65 watts is official TDP, no game ever made my TDP go over 65 watts, well maybe once in a while 68 watts; The Last of Us makes it suck 90 watts all of a sudden? WHILE COMPILING SHADERS?!!!
I know. But that doesn't change the fact that this is unprecedented on my system. Heck, even overclocked and 80% usage on Cyberpunk 2077 the game remained at 65 TPD, so wtf?
Study your UEFI settings mate.
