Why would you run your entire game through an emulation layer?
Who was responsible for this? Who is the technical director that approved this?
CDPR atleast had an excuse that they bolt-on Ray Tracing to their older engine.
You don't even have RT, was it just to use latest DLSS libraries?

I am just lost for words about technical state of this thing

Proof i guess

I completely get you what you are saying, developers are using "shortcuts" to add/upgrade DX12 over DX11, and in return they are getting terrible results in way of stuttering. They did that in Witcher 3 Next Gen. So even people with 4*** cards are not having proper utilization of GPU nor CPU, where DX12 is exactly that much better resource managing where it SHOULD make GPU more "relaxed" and get off load from GPU and add it on CPU. When i tried W3 it worked much worse than Cyberpunk and even did not work properly on DX11. I new it they gonna fk it up for this game also. They just love using shortcuts instead of do it properly.

Because its not an emulation layer? lol. Do you have anymore "knowledge" to bestow upon us you IT GOD?!

D3D11On12 has not been optimized for performance. There will likely be moderate CPU overhead compared to a standard D3D11 driver, minimal GPU overhead, and there is known to be significant memory overhead. Therefore it is not recommended to use D3D11On12 for complicated 3D scenes, and it is instead recommended for simple scenes, or 2D rendering.

For real? They did the same exact mistake as Witcher 3 when Microsoft says to NOT use D3D11On12 for 3D scenes, but rather more on 2D stuff because of the CPU overhead... Why did they did this? And then they wonder why there's performance issue.
