Found this https://www.fanbyte.com/games/news/the-last-of-us-part-i-university-electric-cord-generator-glitch-bug/ from August last year
Solution: "Luckily, The Last of Us Part I’s accessibility features helped me make progress. In the pause menu, go to options, then accessibility, and then click on navigation and traversal. At the bottom of the menu, you’ll see “Skip Puzzle Option,” which will allow you to cut to a puzzle’s completion. Once you turn it on, you’ll see the option at the top of your standard pause menu if you’re ever in the middle of a puzzle. If you’re running into the same bug during the University section, this will let you skip the prompt entirely and get back to searching for the Fireflies."
Since you can skip this you lose only a few seconds and nothing interessting.
I dropped the ladder that broke off the wall in the Bus Depot chapter. I couldn't pick it up and had to reload the save there.
Are you playing with a controller because in the most Games from Consoles there is a huge difference between the Keyboard and the Controller.
Noticed that many years ago on the Assassins Creed 3 which is easy to play with a controller (as all AC Games) but people struggled with K&M on QTEs, so i asked them if they have a controller and should try it. They gave me a big thanks for it since they could now pass this part.
This game's QTE gets confusing, switching between holding and repeatedly pressing the "F" button, presumably "Y" on the XBox, it is "X" on the Switch Pro controller.

Yeah, indeed the UI just failed to alert me about me having to hold F there. Worked like that ;)
