Hey, I found a fix
just open CMD as administrator and type: 'netsh winsock reset', then restart your pc and open steam as administrator too, that forked for me :Emily3_Like:

Content FIle Locked means your antimalware or OS permission blocked the file, so rebooting PC usually fixes it.
