Stutters while moving camera
Having a 4090, 5800X3D, 32GB 3600 RAM and W11 on a 7GB/s SDD.

The game runs great around 120 to 144 fps on my 4K 144 Hz TV in HDR with DLSS Q, but there's still a very annoying issue : when you move the camera (even with a XBox controller, which is how I'm playing), it's not looking high fps at all, but there are a lot of stutters, despite my frame counter locked at 120+.

When you don't move the camera then it's fine and very fluid, so something is really messed up.
Activating and maxing out motion blur kind of hide it a bit, but that's still meh.

I'm sure Digital Foundry will show the issue very clearly in an upcoming video. So I hope it's gonna be fixed soon, because the game looks awesome on PC (I finished it on PS4 and PS5 already and it's night and day, PC looks way more impressive).

So no, people aren't complaining or putting negative reviews because of potatoe PCs, it's actually deserved, because of technical issues and people are very sick seeing all these weird PC ports nowadays.

Yup, super frustrating. Oddly enough, the only other game that I've had this issue with is Uncharted 4.

I think because of the missing full-screen mode, G-Sync doesn't work cleanly and smoothly

yikes 4090 AND a 5800x3d and u struggling. Cant wait for my shaders to finish compiling tomorrow morning.

went to the uncharted forums (had the same problem on release.)
and found a fix (kinda) its not perfect but big improvement go into nvidia panel
change resolution setting and set refresh rate to 120hz smoothed mine out quite a bit

Enable vsync and set framerate to unlocked/unlimited.

Screen tearing is an issue with the screen refresh rate not being up to snuff with what the game is putting out, or more so, creating the effect of two overlapping frames that don't match. OP is talking about stutter, where there's a clear discrepancy between frame timing or frames dropping themselves, leading to their being a distinct "gap" between one frame and the next. I really wish people would stop trying to diagnose peoples issues like others on here haven't touched a PC before.

The guy going around talking about "thermal mod" is a good example. Do you think if I'm running Ultra/1440p on every other game, with temps hovering at 62c, that my thermal paste/compound just MAGICALLY decided to stop working? No. There's something clearly going on that's causing the game to ramp up the GPU and CPU insanely high, even on big boy rigs. This same thing happened with New World, and most recently Diablo 4 - Devs missed something, and it led to uncapped framerates in menus overstressing your GPU and throwing the temps into the sun. I have a buddy running a system with cryonaut that feels like an air conditioner, when you put your hand over the exhaust fans. Even he's seeing temp spikes with this.

It's not, I'm playing with Gsync and VRR on my TV, actually seeing the refresh rate on my TV moving according to my fps.
Also vsync is already on in NVCP for my games with DLSS3 anyway and I know what tearing looks like : those are stutters and it also only appears with the camera movements, no stutters while running or stuff like that

It's the mouse input issue that UC4 has. You can pan with a controller smoothly, then move to mouse panning and its like a slide show. I really hope they fix this, as I was mainly looking forward to playing a last of us game with mouse controls.

No its not, its mouse lag. Same issue with Uncharted 4, they fix it ( not entirely ) after some patches.
