Shader Compilation: What disk is it using?
Where does this game store shaders?
On what disk?

on your system drive, usually c:

path is %LocalAppData%\NVIDIA\DXCache if you're on nvidia

Disk based shader cache isn't larger than few hundres of MBs per title usually speaking.
Maybe max few GBs, you're fine.

yes, shader comp is typically no more than 500mb

Compiled shaders for this game are in the "psolibs" folder in the main game folder. It takes around 12 GB (At least for me) for fully compiled shaders.

that's strange as usually dx12 games store it in the system drive

Uncharted 4 stored shaders in ProgramData (hidden folder) and had 5GB filesize. I would expect TLOU to be similar.
