If you have 1909 or beow: Update your OS
If you have 21H1 and above: Remove compatibility flag from Steam executable
If you have obsolete builds like 1909/2004/20H2: You need to have specific build of these to support DX12 Agility SDK, so update your OS
Wait do you mean the "Steam.EXE" or the executable that comes with this game?
Games using SteamWorks API will launch through Steam client so if you put Steam in compatibility flag, the game will inherit the flag.
So if you set your Steam under compat with Windows 7 for example, the game won't launch as a direct result.
That is assuming you also didn't also set the compatibility flag on game executable, in which case, remove it as well.
