when the game gets officially released from here, then it should be sent to you from the 3rd party merchant , give some extra hours to be delivered.

For RE4, they gave it to me the day before, so I don't think there is a set rule.

must've been an outlier cause every game i got from cdkeys gave it to me on release day

CD Keys released the RE4 keys about 3 hours before launch.

If you live in the US, its because it released 4 hours earlier than the US.

CDKeys does not get keys directly from the publisher and relies on gray market methods to obtain keys. There is no way for them to obtain keys prior to launch anywhere in the world.

I also do not like GMG for their lousy discounts these days. But that is up to the publisher when keys get released. Every other key site got delayed keys, not just them.

We all know now that it was on Capcom they ordered Greenman to not release their keys before.

I would not be praising Green Man Gaming. They really dropped the ball on issuing key for RE4 Remake. I got my key 7:00 AM on 03/24/2023 even though I preordered a month earlier while people who didn't preorder at all, could just buy it on Steam - start playing immediately on 03/24/2023. While the fool who preordered on GMG had to wait 7 hours, plus the additional time to input the key and download the game.

But everyone else got them before, it's because GMG purchased cheaper US keys then sold them off at EU prices, that's why they got locked in Capcom's US release window,
