when the game gets officially released from here, then it should be sent to you from the 3rd party merchant , give some extra hours to be delivered.
For RE4, they gave it to me the day before, so I don't think there is a set rule.
I bought the game yesterday and got the key right away.
CD Keys released the RE4 keys about 3 hours before launch.

CDKeys does not get keys directly from the publisher and relies on gray market methods to obtain keys. There is no way for them to obtain keys prior to launch anywhere in the world.
Its all on Capcom
We all know now that it was on Capcom they ordered Greenman to not release their keys before.
But everyone else got them before, it's because GMG purchased cheaper US keys then sold them off at EU prices, that's why they got locked in Capcom's US release window,
